It can involve prolonged suffering, repeated violence, and a pattern of conduct that puts both animals and communities at risk. Yet information about convicted animal abusers is scattered across jurisdictions, difficult to access, and often unavailable to the people responsible for placing animals in safe homes. A federal animal abuser registry would help close that gap. It could give law enforcement, shelters, rescues, breeders, and other authorized users a reliable way to identify individuals convicted of serious animal cruelty offenses and prevent them from obtaining more animals.
