The New York Health Act is a proposal in the New York State Legislature to create a universal single payer health plan in New York State. Under this plan, all New Yorkers would be under the same health plan, including those with health insurance negotiated in a collective bargaining agreement or provided by their employer. What happens to the health insurance that I get through my collective bargaining agreement? Your current health insurance would be eliminated. Why is the New York Health Act Wrong for CSEA Members? The cost of the program, and specifically the cost to CSEA members, is entirely unknown. The program will be funded by a tax, but nobody known how much that tax will be and what it will cost employees. This legislation would disregard all health insurance-related provisions in collective bargaining agreements. Unionized employees routinely negotiate less in pay to maintain or improve their health insurance. This legislation would ignore decades of such sacrifices by requiring workers to pay a new payroll tax, even if it will cost them more than they currently pay pursuant to a collective bargaining agreement. This legislation offers no viable insurance coverage for out-of-state retirees. This proposal would fundamentally alter tens of thousands of collective bargaining agreements throughout the state, and leaves too many questions unanswered.
