Pennsylvania, Don't Tax EV Owners Unfairly!

The state House Transportation Committee is considering new fees on EV owners. It is a fact that an EV fee is necessary for the continued maintenance of Commonwealth roads, but we must ensure that the structure of the fee is fair, equitable, and comparable to what gasoline vehicle drivers pays. It is also critical to note that inadequate gas tax revenue is not due to the number of all-electric and plug-in hybrid vehicles on the road, but rather the industry-wide trend of higher fuel efficiency in all vehicles. EV fees are integral to funding road maintenance, but we can't use them as a band aid to long-term solutions of road maintenance funding. Some of the proposals before the Committee consider a fee structure that would tax plug-in hybrid vehicles at $0.025/mile and all-electric vehicles at $0.031/mile, almost 30% more than the current equivalent gas tax. An equitable approach would be to index EV fees to what gasoline vehicle drivers pay into the gas tax. If the legislature places an unfair burden on EV drivers, they will harm EV adoption - and do little to address our underfunded roads. The EV fees being considered would only raise a miniscule amount compared to PennDOT's almost $10 billion budget, and the additional $9 billion in funding needed to maintain our roadways. Additional studies show that, zero-emission vehicles such as EVs could save the Commonwealth $86.8 billion in public health costs from 2020-2050, a considerable amount that could help close the gap in road maintenance funding. Pennsylvania should be creating policies to support EV sales in defense of national security, public health, and the economic benefits, not putting in more speedbumps. Please send a letter to the governor and your lawmakers urging them to oppose any unfair EV fee program, and reconsider how the legislature is working to embrace our transportation future.
