	<description>Virginia prisons in the western region—including Red Onion (Wise Co.), Keen Mountain (Buchanan Co.), and River North (Grayson Co.)—are imposing pod-wide punishments: seizing tablets/TVs and cutting visits, phone access, recreation, and commissary from people who did not commit an offense. VADOC’s own rule—Operating Procedure 861.1 (Inmate Discipline)—requires discipline to be individual, post-conviction, and time-limited, with safeguards for limited commissary access, legal/attorney communication, and minimum out-of-cell time. The current practice contradicts that policy, harms health and reentry, inflames tensions, and affects families and constituents across the Commonwealth. We are asking the General Assembly to exercise oversight: direct an OSIG Corrections Oversight review; require VADOC to rescind collective punishments, restore property/privileges to people without individual convictions, and publish any “temporary security suspension” memos with start/end dates; and hold a public hearing on OP 861.1 compliance with legislation to ban collective punishment going forward.</description>
