VADOC’s own rule—Operating Procedure 861.1 (Inmate Discipline)—requires discipline to be individual, post-conviction, and time-limited, with safeguards for limited commissary access, legal/attorney communication, and minimum out-of-cell time. The current practice contradicts that policy, harms health and reentry, inflames tensions, and affects families and constituents across the Commonwealth.
