Former Michigan Governor Snyder entered into an unlawful agreement to transfer Mr. Frazier to Alabama and current Michigan Governor Whitmer has done nothing to fix it. Mr. Frazier filed this lawsuit against both Warden Terry Raybon (his statutory executioner) and Heidi Washington, Director of the Michigan Department of Corrections, alleging his presence in Alabama is illegal.
