	<description>More than 40 years ago, Congress made a commitment—through the Individuals with Disabilities Education Act and Title I of the Elementary and Secondary Education Act—to help level the playing field and educate every child in this country, regardless of ability, neighborhood or skin color. But in the richest country in the world, we have fallen far short of that promise, chronically underfunding IDEA and Title I, the very programs that are geared to strengthening supports for children with disabilities and children living in poverty. In public schools across the United States, resources are scarce for special education and disability assistance, guidance counselors, mental health services, school nurses, librarians and teaching assistants. Congress can help. The Keeping Our Promise to America’s Children and Teachers Act (H.R. 2315 and S.1172) would create a 10-year “glide path” to fully fund both Title I and IDEA, allowing Congress to begin to repay the $55 billion average annual shortfall in these two programs that Congress has been underfunding for 40 years.
