Written Testimony Opposing Proposed Council Rule Changes (Deadline 9/24 EOD!)

	<thumbnail_url>https://actionnetwork.org//images/generic_facebook.jpg</thumbnail_url>

Why This Action Matters The New York City Council is considering rule changes THIS WEEK that would strip power from individual Council Members and give it to the Speaker’s office. That might sound technical, but here’s what it really means for us: Our communities lose our voice. Right now, grassroots groups and everyday New Yorkers can work with our local Council Members to get bills drafted and pushed to a vote. If these rules pass, the Speaker could block that process—silencing neighborhood concerns before they’re even heard. Less accountability, less transparency. The proposed changes eliminate deadlines for drafting bills, weaken committee chairs, and remove safeguards that ensure legislation moves forward. That makes it harder for us to track what’s happening, and easier for leadership to bury issues that matter to us. Power shifts away from voters. We don’t elect the Speaker. We elect our Council Members to represent us directly. These changes take power away from the people we vote for, and put it in the hands of one office. Our hard-won reforms are at risk. Past rule changes were designed to prevent leadership from blocking important bills that communities demanded—like paid sick leave. Rolling them back threatens to stall progress on the issues that matter most to working New Yorkers. That’s why it’s critical we act now. Submitting testimony is one way we can tell the Council: don’t silence our voices, don’t take away our representation, and don’t roll back democracy. Submit by end of day (11:59 PM) on Weds, Sept 24, 2025.
