What it will do is cap school budgets while the real costs — healthcare, transportation, special education — keep rising, forcing districts to cut teachers, paraeducators, sports, and arts programs to make up the difference.  This is the same agenda that has been chipping away at New Hampshire public schools for years, just with a different bill number: underfund schools, manufacture a crisis, shift the burden onto towns, and call it reform.
