This persistent reliance on outdated and unethical tests is rooted not in scientific necessity, but in non-scientific factors like industry inertia and regulatory stagnation—factors the Replace Act would finally help overcome. The Replace Act would modernize U.S. safety and efficacy testing by requiring entities regulated by federal agencies to use scientifically valid, non-animal testing methods whenever such methods are available. It would also bring U.S. policy in line with international standards already established in the European Union and United Kingdom, as well as similar mandates enacted in several U.S. states.
