San Francisco could nullify its own Climate Action Plan!

The current 2-year City budget proposal mandates such drastic cuts to SF Environment Department (SFE) that 7.8 full-time-equivalent staff positions disappear in July: this is most of its climate program staff, with years of climate action expertise. At extreme risk: Planning, progress & oversight of green-house gas emissions reduction programs Building electrification programs like the Climate Equity Hub - which, partnering with CBOs, provides free electric appliances, education and outreach, workforce development, and more to low-income residents The Hub’s work is even more critical now; the Bay Area Air District’s zero-emission water and space heater replacement rules begin in 2027 and 2029. Disadvantaged communities will be left behind by the new rules unless they get help. Replacement of gas-fired landscaping equipment with quieter, pollution-free electric machinery Expansion of EV-charging infrastructure Biodiversity programs Small-business assistance Millions in future grants. Since 2022-23, General Fund support - though tiny - of SF Environment Dept. has brought in $29 for every dollar invested. While short-term budget cuts to SFE are an immediate priority, finding long-term, large-scale funding streams is an even bigger concern. Also, as a part of charter reform/government streamlining, the Lurie administration may remove SFE and the Commission on the Environment from the Charter and integrate SFE’s work across other departments. Blended into the whole rather than treated as an independent entity, SFE, the only department actually focused on climate - with staff ready to coordinate work city-wide - could disappear.
