However, as the Virginia Sexual and Domestic Action Alliance has noted, this third option can amount to a loophole that risks additional harm to survivors. SB47 would close that loophole by providing that an individual who is required to transfer his firearms must submit a form to the court stating who the recipient is, so as to confirm that the recipient is at least 21 years old and does not reside with the offender.
