	<description>Stop NASA&#x27;s Reckless Workforce Overhaul NASA recently announced a sweeping workforce initiative called &quot;Restoring NASA&#x27;s Core Competencies,&quot; a plan to dramatically reshape the agency&#x27;s workforce by converting large numbers of federal contract positions into civil service jobs. The problem? NASA has provided almost no details. The agency has not identified which jobs it considers &quot;core competencies,&quot; how many workers would be affected, what the timeline would be, or how these changes would impact mission safety, mission success, costs, or schedules. Despite the lack of information, implementation appears to already be moving forward at some NASA facilities. The IAM represents thousands of highly-skilled federal contract workers at NASA locations across the country serving under the McNamara-O’Hara Service Contract Act (SCA). For decades on end, this highly successful SCA model has proven to ensure peerless mission success, workforce stability, and workplace safety across NASA’s nationwide footprint. The SCA model ensures NASA is able to attract and retain sufficient quantities of skilled individuals in a wide array of occupations. Contract workers can be readily recruited and retained with flexible rates of compensation commensurate with their experience, skill, and geographic location. This initiative also comes after NASA lost thousands of federal employees through workforce reductions and amid ongoing proposals to significantly cut NASA&#x27;s budget. Further, newly hired federal workers at NASA will not have a collective bargaining agreement due to the Trump Administration Executive Order 14343 which took away these workers’ rights to a union. They will not have an opportunity to negotiate a union contract, will not have a protected voice in the workplace, and will be less likely to be able to speak up about workplace issues that present a hazard to the workforce or the NASA mission. The IAM Union is calling on Congress to halt implementation of this initiative until NASA provides complete transparency and conducts comprehensive studies on: • Impacts to current, skilled contract employees • Workforce recruitment, training, and retention • Mission safety and mission success • Program costs and taxpayer spending • Project schedules and operational readiness Tell your Senators and Representative: Protect NASA&#x27;s workforce, demand accountability, and oppose any workforce overhaul that threatens American workers’ jobs, mission success, and taxpayer spending without congressional oversight.
