Now we need Governor Hochul to follow through on it. The law on the books is the Utility Thermal Energy Network and Jobs Act (UTENJA). Back in 2022, state lawmakers came together, Democrats and Republicans alike, to pass it. Governor Hochul signed it four years ago, and utilities across the state have been planning pilot projects ever since. But these pilots have stalled, waiting for Governor Hochul’s Public Service Commission to give them the green light. These pilots matter. Done right, they will show us how to deliver affordable, reliable heating and cooling to communities, while creating good paying union jobs right here at home. We fought hard for this law because we believed in what it could do for New Yorkers. Now we need the Governor and her appointees at the Public Service Commission to get these projects moving.
