Tell PA DEP: Reject the Revolution Cryo Unit II Permit

On May 23, 2026, the Pennsylvania Department of Environmental Protection (PA DEP) proposed a draft air construction permit for an expansion project at Energy Transfer's Revolution Cryogenic Gas Plant in Washington County. The permit would authorize the construction of a second 300 million cubic feet per day gas processing plant (Rev Cryo Unit II), which would increase the facility's total gas processing capacity to 500 million cubic feet per day. Why does this matter? For years the ETC Cryogenic Gas Plant has been a ticking time bomb, and the PA DEP knows it. Here is a brief timeline of just a few document incidents in recent years: September 2018: Seven days after beginning operations, a landslide along the ETC Revolution Natural Gas Pipeline triggered a methane explosion that forced 30 homes to evacuate. The PA DEP found that ETC had violated numerous regulations during its construction and issued one of the largest-ever civil penalties: $30.8 million. August 2020: Pennsylvania Attorney General Josh Shapiro announced criminal charges against Energy Transfer for damages caused by their Revolution pipeline—the same one that exploded in Beaver County in 2018—as well as their Mariner East 2 pipeline that traverses much of the state. December 2022: The ETC Revolution Cryogenic Gas Plant suffered a major explosion and fire that burned for eleven hours, resulting in an uncontrolled release of ethane and other toxins. This was reportedly caused by a preventable valve failure. The PA DEP did not inspect the explosion until nine days later, and one family had already evacuated by the time the PA DEP issued a “shelter-in-place” order. The Pennsylvania Department of Environmental Protection has a duty to protect and serve our communities. They must intervene NOW to prevent fatal explosions and mass tragedy. The PA DEP is accepting comments on the draft permit until June 22, 2026. This is your opportunity to express your concerns and demand change before the Rev Cryo Unit II can be built.
