State regulations governing the alcohol market permit adults the option to legally brew non-commercial quantities of their own alcohol, and it is consistent with this policy to similarly permit limited home cultivation of cannabis. Despite having legalized the possession and sale of cannabis in 2012, growing cannabis without a commercial license remains a felony offense in Washington, punishable by up to five years in prison. It’s time to end this punitive policy. In most other states where the use of cannabis by adults is legally regulated, home cultivation is permitted. In no instance has a legislature moved to eliminate patients’ home-grow rights in any of these jurisdictions. That’s because these policies are working as intended and are in patients’ and consumers' best interests.
