There weren't 60 Democrats willing to commit to voting for the bill, and that means it didn't come up for a vote by the deadline. There still may be possibilities for passing it this year - arcane procedural maneuvers. We will work on those, but there isn't a lot of time to get the votes we need. A small group of representatives including yours withheld their support. If even three or four of them had supported the bill, it would have gotten a vote and passed. Will you let them know they have let you down? Think about it. If this had passed, folks with $600 base lot rent would've been facing a maximum increase next year of about $18 (depending on inflation). All that said, we're not going anywhere. We will need to hold some of our representatives accountable.
