	<description>The COVID-19 crisis is hitting immigrants and Black and Brown New Yorkers the hardest, but our communities are being left out of relief. We call on Governor Cuomo to immediately establish a $3.5 billion fund to ensure that excluded workers get the relief they need to survive this crisis. In New York City, data shows Black and Latinx people are twice as likely to die from COVID-19. Communities of color in other parts of the state have also been harder hit than their neighbors. Immigrants, women, and workers of color are also overrepresented in both essential work and in jobs decimated by the outbreak, like retail and hospitality. In New York City, immigrants are 49% of the workforce but 63% of workers in restaurants and hotels, 72% in personal services, and 71% in transportation. For undocumented immigrants, the crisis has been especially dire. There may be as many as 265,000 unemployed undocumented workers in New York State at the peak of the crisis. Meanwhile, the federal government has left them out of any financial relief. Undocumented workers,  small immigrant-owned businesses, and immigrant families who have lost a breadwinner to Coronavirus have been left to fend for themselves, despite having paid their taxes and now bearing the brunt of the pandemic. No Unemployment Insurance. No $1200 check from the IRS. No food stamps for many. This is a crisis for immigrant communities. And, in the absence of relief, it also forces sick people to venture out to work or search for work, putting themselves and others at risk. New York must act now. Thus far, Governor Cuomo has failed to recognize the need. But it&#x27;s time to create a $3.5 billion fund to support excluded workers. Foundations and charities are establishing modest funds to get some cash to families, but our communities need government-scale solutions. New York State needs to act.
