This isn't a flashy, expensive policy. It's an easy request for HUD to conduct research on zoning reform that is already happening across the country. It asks them to publish a playbook of good zoning policies that allow for more affordable housing. And then it asks them to devote staff time to help smaller cities and counties in implementing these policies through optional technical assistance programs.
