One way that we can accomplish that is to re-legalize the straightforward creation of places like Bruno's, a beloved neighborhood corner store at 6th and Revere. In Bend's pre-zoning days (ending after WWII) it was possible to just go right out and open a shop. These days, there are too many unnecessary barriers to opening something as simple as a corner store in a residential neighborhood to the point that it's unviable from a business perspective.
