Earlier this year, California cleared the way for new housing close to transit like BART and Muni Metro with SB79. As a safeguard for urban industrial areas and the jobs that go with them, cities are allowed to exclude industrial zones from this new law. But the Board of Supervisors is playing fast and loose with the law, excluding state and federal land they have no authority to zone. They even banned new housing where housing already exists.
