	<description>Appalachian Power and AEP&#x27;s West Virginia energy efficiency programs are at risk AGAIN! These programs are critical to helping West Virginians take control of their energy bills. Tell the Public Service Commission (PSC) of West Virginia to keep and expand AEP&#x27;s energy efficiency programs! Send the petition with the existing message or personalize your petition by adding comments in the &quot;Comments&quot; box under &quot;Zip Code&quot; on the form.   Here are some suggestions of things you could talk about regarding energy efficiency: You have used Appalachian Power or AEP energy efficiency programs in West Virginia - you&#x27;ve gotten a free energy audit, you&#x27;ve bought an energy-efficient light bulb at a reduced price, or something else. You want to build a more diverse economy in West Virginia and energy efficiency is a way to hire more people to make improvements on the state&#x27;s buildings, funded by the building owners savings on utility bills. You are concerned about having safe, healthy, comfortable homes, and want more West Virginians to be able to improve their homes. You worry about working West Virginians who are struggling to make ends meet and energy efficiency programs can empower them to take control of their energy bills. BACKGROUND Every two years, Appalachian Power and Wheeling Power (AEP) submit to the PSC for new energy efficiency programs. Typically, EEWV pushes AEP to do more with its energy efficiency programs. In 2017, AEP sought approval to strengthen efficiency programs for its customers. EEWV had some suggestions on some specific program, but was overall pleased with the filing. Unfortunately, the PSC staff did not agree and filed testimony suggesting that AEP terminate all energy efficiency programs. The basis of the PSC staff member’s testimony came from testing the program’s impact only on AEP customers who do not participate in energy efficiency programs. This sort of testing is not the norm in most of the country. The PSC staff, EEWV and other parties ultimately settled the case and agreed to find cost-effectiveness testing for utility programs before AEP’s 2019 energy efficiency filing. Unfortunately, that hasn’t happened. The PSC staff has not been willing to agree on any cost-effectiveness test, despite several meetings, including with national experts on energy efficiency cost-effectiveness testing. And once again, in 2019, the PSC staff testified that AEP should eliminate the energy efficiency and demand-response programs.
