This will weaken the legal minimum standards for people in custody, and breaches the United Nations Mandela Rules and Victoria’s own Charter of Human Rights and Responsibilities. Extended periods of solitary confinement can have extremely serious physical and psychological consequences and there is a real risk these changes increase the chance of people dying in custody. Our prisons are already under enormous pressure with the Adult Time for Violent Crime laws and changes to bail resulting in an influx of vulnerable people on remand. This is a State created problem which is having significantly detrimental impact on people who are incarcerated. The No Air Bill will exacerbate this harm. The reason these rights exist is because respecting people's human rights saves lives.
