AFSCME has filed a Prohibited Practice Complaint [PPC] with the New Mexico Public Employees Labor Board. The AFSCME complaint demands that New Mexico&#x27;s Human Services Department rescind these unilateral changes, bargain with the Union over those, and any future changes to terms and conditions of employment of bargaining unit members prior to implementation in accordance with Article 18, § 2 of the CBA. HSD must halt any quotas until the agency gets the necessary staff to properly handle the workload and is able to address the chronic errors within ASPEN. READ the PPC here We’ve been given directives that deeply harm HSD&#x27;s mission to serve the People of New Mexico. As HSD employees, we understand our duty to help our State’s most vulnerable citizens. However in order to do that, we must also be able to do our jobs right. On June 20, 2017, HSD notified our union of their intent to implement and enforce completion of tasks quotas on FAAs, WITHOUT first addressing major staffing, mismanagement, and ASPEN system issues.
