Approve 930 Moraga Ave in October: Bring 132–199 Homes to Piedmont’s High-Opportunity Area
kjackson@piedmont.ca.gov
Approve Housing in Piedmont, CA!
Piedmont has approved far too little housing for decades, pushing demand and displacement into surrounding communities. The 930 Moraga Ave project is a chance to change course—responsibly adding 132–199 homes on an infill site in a high-opportunity area.
On September 8, 2025, the Planning Commission recommended City Council approval of:
-
An Addendum to the 2023–2031 Housing Element Implementation EIR, and
-
The Moraga Canyon Specific Plan, plus related updates to Piedmont City Code Chapter 17 (Divisions 17.22 & 17.24).
Now it’s the City Council’s turn. Some residents are urging delay or denial. Piedmont must keep faith with its RHNA commitments and advance Missing Middle housing that welcomes teachers, healthcare workers, seniors, and families.
We urge the Piedmont City Council to approve the 930 Moraga Ave infill project and keep Piedmont on track to meet state law while easing regional housing pressure.

Facts
Homes where opportunity is: High-resource neighborhood near jobs, schools, and transit.
Infill, not sprawl: Builds where infrastructure already exists.
Fair share: Helps Piedmont meet its RHNA obligations under state law.
Relieves pressure on Oakland: More homes in Piedmont means less displacement pressure next door.
Missing Middle options: Townhomes, small multifamily, and senior-friendly homes.

Dear Mayor and Councilmembers,
I’m writing to urge you to approve the 930 Moraga Ave infill project and the associated actions recommended by the Planning Commission on September 8, 2025, including the Addendum to the 2023–2031 Housing Element Implementation EIR and the Moraga Canyon Specific Plan with amendments to Chapter 17 (Divisions 17.22 & 17.24).
This proposal would add 132–199 new homes in a high-resource part of Piedmont....exactly where homes do the most good! It’s infill, uses existing infrastructure, and expands Missing Middle options that serve teachers, healthcare workers, seniors, and families. Approving this project helps Piedmont meet its state-mandated RHNA commitments and reduces displacement pressure on neighboring Oakland.
Please vote YES to keep Piedmont on track, build more homes near opportunity, and do our fair share.
Thank you for your leadership.
