Ban Facial Recognition in Dallas County

Dr. Theresa Daniel, J.J. Koch, John Wiley Price, Dr. Elba Garcia, and Judge Clay Jenkins

Facial recognition technology is sweeping across the nation with little to no regulations. We need to reign in this new form of surveillance early on, following in the footsteps of several cities and counties around the country. Facial surveillance is biased, invasive, and it violates our basic rights. From San Francisco to Somerville, MA, local citizens are leading the way to pass local ordinances limiting the use of this dangerous technology. Already, the Grand Prairie, DeSoto, and Irving police departments use facial recognition databases; we must put a stop to these uses before they expand.

This petition does not aim to ban the use of facial recognition on personal devices, such as Face ID on the iPhone. Unlike the use of facial recognition tech by the police and businesses, consumers can choose to use it on their personal devices. That difference is key: the ability to consent to the use of one's face, especially in a very personal and limited manner.

We the undersigned believe that facial recognition technology, including databases such as Clearview AI, should be banned from being used by government departments and private businesses within Dallas County. Facial recognition surveillance is biased, invasive, and it violates our basic rights. Already, several cities across the nation have enacted sweeping bans on the technology, and King County in Washington became the first county in the nation to bar government departments from using this. Let’s pave the way for a better future in Texas by becoming the first place in the state to pass an ordinance banning it. Thank you.
