Developer Pat McGrath is building around 162 new luxury condos on Blossom Street (near the Lynnway). He is requesting a “variance” to violate the city’s zoning rules & include 23% LESS parking spaces than required.

  • NONE of the condos are affordable for average area residents – many cost over $400,000.
  • Currently they are all 1 BR and (a small number of) 2 BR.
  • NONE of the homes are 3 BR or 4 BR for larger families.
  • There has been no public commitment that construction jobs will be for Lynn residents or meet area standards for good pay & benefits.
  • There has been no inclusive, public discussion with residents about dealing with potential issues like parking congestion.

The people of this neighborhood have built a community in this area over decades. Public resources have been invested to make new development possible. A developer should only be given special permission to violate the city’s zoning rules if the harm to the neighbors is minimized and there is a real benefit to the public.

The developer of these condominiums, Pat McGrath, will make huge profits on these multi-million dollar projects. Lynn residents should be helped and included, not harmed and excluded! There should be commitments to:

  • Some of the new homes should be affordable for area residents
  • Some of the construction jobs should be for people from Lynn and all should meet standards for good pay with benefits
  • Local residents should be protected from increased rent and property taxes that the new development could bring
  • The developer should work with neighbors (before a variance is given) to adjust plans to minimize parking and traffic issues

The new luxury condo projects on Blossom Street will affect the surrounding neighborhood, Ward Six, and the entire city. One building is almost complete. The plan for the second building currently includes 90 luxury condominiums.

First, there needs to be more discussion and a public meeting with the developer about how to minimize negative impacts on the area related to parking, traffic, neighborhood stability, and the cost of housing. Lynn urgently needs new homes that are affordable to the residents of our city, so traffic and parking concerns should not stop all development. But everything possible should be done to address those issues, and to protect area residents against the increases in rent and property tax that the project could bring. This is a diverse, working class neighborhood with a unique history. It is important to protect residents from being pushed out by rising costs and to preserve the community.

Second, we need to make sure this development will benefit the public, including people in the surrounding area. There should be an agreement to keep some of the new homes affordable for people who make average incomes for the neighborhood. And there should be a commitment that some of the construction jobs involved in building this development will go to Lynn residents of all backgrounds, women, & people of color. And all of the jobs should uphold area standards for good wages, benefits, and safety. So far there are no commitments about affordable homes or jobs.

Finally, there should be careful consideration of how this project will impact racial segregation, the city’s duty to affirmatively further fair housing, and the need to counteract housing discrimination. Will this project take steps to ensure opportunity for all? Will it takes steps to reduce economic inequality and to address the long history of racist housing policy? Or will it reinforce these problems? Area stakeholders, civil rights groups, community organizations, and the city’s Diversity, Equity, and Inclusion Officer should be involved in creating a plan to ensure the project has a positive impact.

We hope the developer will work with the community to minimize the negative impacts of this project and to ensure it benefits local residents with affordable homes and good jobs with benefits. A variance should be approved only if that happens.
