Crowded, unsafe conditions in city and county jails are rife for the spread of the coronavirus. Release all non-violent defendants. Vigorously practice and enforce safety protocols with detainees and staff. Ensure that detainees have access to email and phone contact with their loves ones while incarcerated. Implement facility-wide COVID-19 testing immediately so that people are confident they are virus-free when they return to their families and to their communities.
