No Mandate. No Immunity. Sanction Francesca Albanese.

U.S. Secretary of State Marco Rubio

The April 2025 reappointment of Francesca Albanese, the UN’s pro-Hamas “Special Rapporteur on Palestine,” was carried out in violation of express UN rules requiring investigation of her misconduct, and in contempt of formal objections made by multiple countries — thereby legally rendering her renewal null and void.

Therefore, as detailed in UN Watch’s letter to Secretary-General António Guterres, her term legally ended on April 30, 2025.

As of May 1st, 2025, Francesca Albanese holds no UN mandate, no immunity, and can be sanctioned and denied entry to the United States.

Francesca Albanese’s record is marked by persistent incitement of antisemitism and material support for terrorist organizations, as documented in UN Watch’s report, “Wolf in Sheep’s Clothing.”

Given her abhorrent actions, we respectfully urge the U.S. Government to:

  • Sanction Francesca Albanese for materially supporting acts of terrorism and promoting antisemitic hate, actions which threaten international peace and security and undermine U.S. allies.
  • Deny her entry to the United States on the grounds that she persistently incites hatred against Jews and endorses, espouses, promotes, and supports antisemitic terrorism and antisemitic terrorist organizations.
  • Affirm that she no longer benefits from any form of diplomatic immunity and, as of May 1st, is subject to civil and criminal legal proceedings in U.S. courts.

Here are but a few of Albanese's disgraceful statements and actions promoting antisemitism and terrorism:

  • Albanese wrote that “America is subjugated by the Jewish Lobby,” in an UNRWA fundraiser letter that she posted on Facebook. She was condemned by the U.S. Special Envoy to Combat Antisemitism.
  • Albanese routinely portrays Israelis as Nazis.
  • In November 2022, Albanese told a Hamas conference: “You have a right to resist.”
  • Since October 7th, Albanese has systematically whitewashed Hamas’ atrocities.
  • Albanese denied that the October 7th pogrom was the worst attack on Jews since the Holocaust. She then became the first Special Rapporteur in history to be condemned for antisemitism by France and Germany.
  • France wrote to her that “The October 7 massacre is the biggest antisemitic massacre of the 21st century,” and “to deny it is wrong.” France said it was “scandalous” and “a disgrace” for her “to appear to justify it, by dragging in the name of the United Nations.”
  • Germany said it was “appalling” for the Special Rapporteur “to justify the horrific terror attacks and to “deny their antisemitic nature.” Germany said Albanese’s remarks were “a disgrace.”
  • In July 2024, Albanese endorsed comparing Israel’s Prime Minister to Adolf Hitler.
  • In August 2024, Albanese compared Israel’s policies to that of the Nazis, referring to Gaza as “the largest and most shameful concentration camp of the 21st century.”
  • In October 2024, Albanese compared Israel to the “Third Reich” and its “pure race” laws.

The U.S. must act now.

Dear Secretary Rubio,

I write to urge action regarding Francesca Albanese, the UN’s pro-Hamas “Special Rapporteur on Palestine.” Her purported reappointment in April 2025 was illegally carried out in violation of express UN rules requiring investigation of her misconduct, rendering her term renewal null and void.

Accordingly, for the reasons explained in UN Watch’s letter to Secretary-General Antonio Guterres dated April 28, 2025, her term ended on April 30, 2025.

As of May 1, 2025, she holds no UN mandate, no immunity, and can be sanctioned and denied entry.

Francesca Albanese’s record is marked by persistent incitement of antisemitism and material support for terrorist organizations, as documented in UN Watch’s report, “Wolf in Sheep’s Clothing.”

Given her abhorrent actions, we respectfully urge you to:

1. Sanction Francesca Albanese for materially supporting acts of terrorism and promoting antisemitic hate, actions which threaten international peace and security and undermine U.S. allies.

2. Deny her entry to the United States on the grounds that she persistently incites hatred against Jews and endorses, espouses, promotes, and supports antisemitic terrorism and antisemitic terrorist organizations, as documented in the above mentioned report.

3. Affirm that she no longer benefits from any form of diplomatic immunity and, as of May 1st, is subject to civil and criminal legal proceedings in U.S. courts.

As you have emphasized, individuals who endorse or abet terrorist organizations must face consequences, including visa denial. Francesca Albanese’s abuse of a global platform to spread hatred and legitimize terrorism demands an unequivocal response. We stand ready to provide any further support that may assist your efforts.

Sincerely,
