Governments of the United States and France -STOP blocking! We want sanctions on Myanmar's oil and gas revenues!

Oil and gas revenues are funding the Myanmar military junta and its attempted coup d’etat during which it has killed over 1,300 people and arbitrarily detained over 11,000 people. Each day the junta continues to commit grave crimes, including crimes against humanity, yet Macron and Biden take no action over oil and gas revenues generated by companies including France’s TotalEnergies and U.S. giant Chevron.

Myanmar’s oil and gas revenues flow through a state-owned enterprise (SOE), the Myanma Oil and Gas Enterprise (MOGE), which is estimated to collect over USD 1.5 billion in oil and gas revenues this year, which is about 50% of the foreign exchange available to the junta. This means the junta’s brutal operations are bankrolled by oil and gas revenues generated by international companies such as TotalEnergies, Chevron, and POSCO who risk complicity in these crimes.  

The U.S. and E.U. imposed sanctions on other SOEs in Myanmar’s extractives sector already because of the significant funding they provide the military junta. The interests of TotalEnergies, Chevron, and their governments mean those governments have effectively blocked sanctions on MOGE’s larger and simpler revenues at the E.U. level and in the U.S. The responsibility for this ultimately lies with President Macron and President Biden.

John Sifton, Asia advocacy director for Human Rights Watch, said in a statement that, “If governments effectively sanction or suspend the natural gas revenue generated for the military junta, it will lose $1 billion a year being used to hurt Myanmar’s people.”

Companies and governments that continue to avoid taking action against oil and gas revenues are failing to deliver on their human rights obligations and "Do No Harm" principles. Failing to stop these revenues will undermine the pro-democracy movement, embolden the military junta to continue to commit grave human rights violations, and have severe humanitarian impacts for years if not decades.

The people of Myanmar have demanded time and again to stop the revenue flow from the oil and gas industry. Help support them by calling on Biden and Macron to sanction oil and gas revenues. The E.U., U.K, Australia, and Canada will then follow.

John Sifton, directeur du plaidoyer pour l'Asie à Human Rights Watch, a déclaré dans un communiqué que "si les gouvernements sanctionnent ou suspendent effectivement les revenus du gaz naturel générés pour la junte militaire, celle-ci perdra 1 milliard de dollars par an utilisés pour faire souffrir le peuple du Myanmar."

지난 2월 쿠데타를 일으킨 미얀마 군부는 지금까지 1,300여명을 살해하고 11,000명 이상을 자의적으로 구금하거나 체포했습니다. 군부는 지금 이 순간에도 시민들을 무차별적으로 공격하고 체포를 일삼고 있으며, 특히 소수민족주에서 폭격과 방화 등 반인도적 범죄를 저지르고 있습니다. 토털에너지 (TotalEnergies), 쉐브론 (Chevron), 포스코 (POSCO)와 같은 다국적기업들이 운영하는 가스전 사업 수익에서 나오는 자금이 바로 이 잔혹한 범죄에 사용됩니다. 그러나 마크롱과 바이든은 프랑스의 토털에너지, 미국의 쉐브론과 같은 기업들에 대해서 어떠한 조치도 취하지 않고 있습니다.

미얀마의 가스전 수익금은 국영기업인 미얀마석유가스공사(이하 MOGE)로 흘러들어가며 올해 가스 수입이 1조7800억원이 넘을 것으로 추산하고 있으며 이는 군사정부가 사용할 수 있는 외화의 약 50%에 달하는 규모입니다. 토털에너지, 쉐브론 그리고 포스코와 같은 다국적기업들이 군부가 저지르는 잔혹한 범죄의 공범이 되는 것을 두려워하지 않은 채 계속해서 이들에게 가스 수익금을 지불하고 있습니다.

미국과 유럽연합은 이미 군사정부에 상당한 자금을 지원한다는 이유로 일부 채굴산업 국영기업에 제재를 가한 바 있습니다. 토털에너지, 쉐브론과 이들 정부와의 이해관계는 미국과 유럽연합의 MOGE에 대한 제재를 허용하지 않았습니다. 그리고 이는 MOGE가 더 크고 단순하게 수익을 얻을 수 있는 결과를 초래했으며 이 책임은 마크롱 대통령과 바이든 대통령에게 있습니다.  

존 시프턴 휴먼라이츠워치(Human Rights Watch) 아시아 옹호국장은 “각국의 정부들이 군사정권을 위해 발생한 천연가스 수입을 효과적으로 제재하거나 중단한다면 연간 10억 달러에 달하는 금액이 미얀마 국민들을 해치는 데 사용되는 것을 막을 수 있습니다.” 라고 밝혔습니다.  

정부와 기업들은 계속해서 석유가스 산업의 수익금에 대한 조치를 외면하면서 해를 끼치지 않기로 한 원칙 (Do No Harm Principles)에 대한 인권의무를 져버리고 있습니다. 이 같은 자금 지원을 중단하지 못하면 미얀마 민주화 운동이 위축되고, 심각한 인권 유린도 계속될 것입니다. 또 지금 당장 그리고 장기적으로 인도주의의 측면에서 악영향을 크게 미칠 수 있습니다. 지켜보고만 있어서는 안됩니다. 당장 조치를 취해야 합니다.

미얀마 국민들은 MOGE를 제재하여 가스산업의 수입이 군부로 흘러가는 것을 멈추게 해달라고 거듭 요구해왔습니다. 바이든과 마크롱 대통령이 가스 산업에 제재를 가할 수 있도록 힘을 보태어 주세요. 미국과 프랑스가 제재를 가한다면 유럽연합, 영국, 호주, 캐나다도 이를 따를 것입니다.

Die Erlöse aus Erdölverkäufen sind die Haupteinnahmequellen an Devisen der Militär-Junta, die über 1.300 Menschen getötet und über 11.000 willkürlich verhaftet hat. Täglich verübt die Junta schwere Verbrechen, darunter Verbrechen gegen die Menschlichkeit. Doch Macron und Biden weigern sich den Devisenfluss des französischen Konzerns TotalEnergies und des US-Giganten Chevron an die Militär-Junta zu unterbinden.

Erlöse aus Erdölverkäufen sind die Haupteinnahmequellen an Devisen der Junta. Die im Staatsbesitz befindliche Myanmar Oil and Gas Enterprise (MOGE) wird in diesem Jahr nach Schätzungen über 1,5 Mrd. US$ erwirtschaften. Das sind ca. 50 % der Devisen, die der Junta zur Verfügung stehen. Firmen wie TotalEnergies, Chevron, und POSCO riskieren, sich an diesen Verbrechen mitschuldig zu machen.

Die Vereinigten Staaten und die EU haben wegen Finanzierung der Junta auf einige Staatsbetriebe der Rohstoffindustrie Sanktionen verhängt. Die Einnahmen der Myanmar Oil and Gas Enterprise (MOGE) sind aber größer als die der o.g. Firmen und sind von den Regierungen Frankreichs und der USA nicht sanktioniert worden.

John Sifton, Direktor von Human Rights Watch, sagte in einer Stellungnahme : „Würden die Regierungen wirkungsvoll die Erdöl-Geschäfte der Junta unterbinden, würde diese pro Jahr 1 Mrd. US$ verlieren, mit denen sie die Verbrechen an der Bevölkerung Myanmars finanziert.“

Firmen und Regierungen, die diese Erdölgeschäfte nicht unterbinden, versäumen es, ihren eigenen Forderungen nach Einhaltung der Menschenrechte nachzukommen. Das Versäumnis diese Einkünfte zu unterbinden, unterminiert die Bemühungen der Demokratiebewegung, stärkt die Militärjunta und ermöglicht der Junta auf lange Zeit Menschenrechtsverletzungen zu verüben.

Das Volk von Myanmar hat immer wieder gefordert, die Einnahmen des Staatsbetriebes MOGE zu sanktionieren. Helft uns dabei, die Regierungen der USA, EU, UK, Australien und Kanada zu überzeugen auch MOGE zu sanktionieren.
