Halt the Construction of Parkcity Tower next to ISP School – Protect Our Children and Community

We, the parents of students at ISP and the broader Desa Parkcity community, urgently call for the immediate halt of the proposed ParkCity Tower construction, which is planned to be built alarmingly close to the ISP Primary Campus – a mere 8 meters away.

While the community recognises the desire for further commercial development, we are shocked at the proposed location because no consultation nor forewarning was provided to the affected parties. It was our impression that the tower would be on the periphery of the township as shown and replicated in the sales showroom.

The location of the high-rise office poses significant risks to the health, safety and security of our children from the start of construction in 2025 until its completion in 2029 and thereafter. Additionally, it threatens to permanently alter our daily lives as residents in Desa ParkCity with an overwhelming increase in traffic and congestion.

What We Demand - Call for Action

We urge Perdana Parkcity, represented by Mr. Datuk Joseph Lau, CEO, and Mr. Datuk Seri Yaw Chee Siew, Chairman of the Board, (who are also the Board of Governors of ISP) to immediately HALT the proposed office tower construction and:

  1. Engage in transparent and inclusive public consultation with parents, educators and the community before proceeding with major developments that affect public safety

  2. Relocate the Parkcity Tower away from the school

  3. Establish a permanent 30-meter green buffer zone between ISP and future developments to protect students from environmental and safety risks.

Why Perdana ParkCity Should Listen

Perdana ParkCity have long promoted a community-focused, sustainable living ethos:

Proceeding with the proposed Parkcity Tower at this location contradicts Perdana ParkCity's very own ethos based on the ‘5 Pillars’. The safety and well-being of our children and their education should not be compromised for commercial gain. We hope that it is “not about selling properties” and more about “infusing heart and soul into the communities”.

We are inviting Perdana ParkCity to engage with us, the community, and leverage the knowledge of local experts.

Community’s Main Points of Concern

1) Safety Hazards & Security Concerns

During Construction (4 years):

  • Structural Impact to School Building: Deep pile driving and heavy groundworks for a 46-storey tower next to a 5-storey school could cause vibrations and ground movements, potentially compromising the building’s integrity. No third-party risk assessment has been provided.

  • Falling Objects: Construction debris, tools, and materials may fall due to mishandling, wind, or equipment failure, risking severe injuries or fatalities.

  • Heavy Machinery Danger: Cranes and other large equipment will operate dangerously close to children. Proposed safety netting appears inadequate and may pose additional risks if it fails.

  • Security and Privacy Risks: Hundreds of construction workers being in close proximity, raise concerns about unauthorized access and student safety.

  • Fire Hazard Risks: The presence of flammable construction materials and machinery increases fire risks, and no clear fire safety plan has been shared.

Permanent Changes:

  • Falling Fixtures: External fixtures like air-conditioning units and window-cleaning platforms from the high-rise could dislodge and fall.

  • Invasion of Privacy: The open school facilities will be in direct view from the high-rise, raising safety concerns.

  • Increased Traffic Hazard: The tower’s entrance and car park ramp will worsen congestion and endanger pedestrians walking or cycling to school.

  • Fire Safety: The increased population density and high-rise structure will place additional strain on fire evacuation routes and emergency response times. A fire in the tower could pose a serious threat to the adjacent school.


2) Air & Noise Pollution

During Construction (4 years):

  • Air Pollution: Prolonged exposure to construction dust, exhaust fumes and pollutants will impact children's developing respiratory systems. Given the massive scale and proximity of the project, air quality standards (1), are unlikely to be met.

  • Disruptive Noise: Heavy machinery at construction sites typically generates 85–120 decibels of noise, exceeding the permissible sound levels of construction of 65 dBA in school zones (2). This will disrupt learning and increase stress, affecting academic success.

Permanent Changes:

  • Persistent Air Pollution: Increased traffic and the 870 bay multi storey car park activity will affect the air quality around the school. Car emissions, especially particulate matter (PM), can stay suspended in the air and disperse in the atmosphere. Conducting physical activity next to exhaust fume filled car parks is highly concerning.

  • Ongoing Noise Pollution: Increased traffic and mechanical systems (e.g., compressors serving the tower) will create constant noise, negatively impacting children’s well-being and academic performance.

  • Loss of Natural Air & Light: To mitigate traffic fumes and noise, open school windows facing the car park will be closed off leading to stagnant air. The tower will reduce natural lighting. Previously open spaces and corridors will be prone to damp and mold, harbouring more airborne diseases.

3) Increased Traffic and Congestion

  • Increased Congestion: Desa ParkCity has only two entry and exit points. With future residential developments still on the way, the increased traffic from office workers will worsen congestion at peak-hours affecting the whole community.

  • Lack of Proper Traffic Studies: No independent traffic assessments have been shared that show the impact of the office tower within the township.
