Universal clemency commutes every death sentence across the board, so that the governor does not have to consider cases one by one. It utilizes the governor's executive authority to correct the injustice of the death penalty as a failed policy.
There are currently 550 individuals on California’s death row. This is the biggest death row in the nation and one of the largest death rows in the world. Universal clemency would not only save hundreds of lives but would set California on a path to confront the failures of the death penalty worldwide.
