On 07/10/2022, Terrell M. Bradley of Gainesville, Florida was viciously mauled by Gainesville,FL Police Department K9 Officer Ranger.

Terrell was initially pulled over as he was exiting a predominantly black neighborhood in East Gainesville for allegedly running a stop sign. Now, the traffic ticket the Police Department issued is for an entirely different infraction as there is no stop sign where police claim he ran one. We believe he was pulled over simply for driving while black. When police initiated their lights to pull Terrell over, he complied. Immediately upon approaching the vehicle, the officer ordered Terrell out of his car, stating Terrell was acting suspicious. He never asked Terrell for his license and registration. Terrell still complied. The officer then began to try and pat down Terrell - for a traffic violation.

At this point - Terrell fled law enforcement. He complied with the police until he no longer felt safe and fled.

Though Terrell was not posing any imminent threat or danger to the community, police continued to search for him for nearly an hour. When they could not find him, they brought in a K9 to hunt Terrell down - a violation of their own policy as Terrell was not accused of any forcible felonies.

Police department policy states that two loud verbal announcements must be made when a K9 is brought to the scene, however nobody - neither Terrell, nor neighbors - ever heard any announcements.

When the K9 spotted Terrell, he immediately latched on to Terrell’s eye. Terrell screamed out “The dogs got my eye, its got my eye.” And yet, GPD K9 officer ranger was allowed to brutally maul Terrell for minutes while officers stood by, even laughing. The dog was leashed during this vicious attack while his handler, Officer Joshua Meurer did not give a single command for the K9 to cease its attack. Terrell screamed “The dog has my eye” “He’s eating my eye” and as officers dragged Terrell by his legs, the K9 continued to viciously attack Terrell’s face. Terrell lost his eye as a result of this incident. He has spinal fluid leakage, two broken fingers and 12 stitches in the back of his head. Terrell will never be the same again.

We want to ensure that what happened to Terrell never happens to another member of our community again.

We're demanding:

  1. The Gainesville Police Department immediately revises its policy on pursuit of fleeing suspects who are not posing any imminent threat or danger

  2. The Gainesville Police Department immediately revises its policy on K9 apprehensions

  3. The Gainesville Police Department immediately releases unedited body camera & dash camera footage pertaining to the incident

  4. The Gainesville Police Department terminates Officer Milman (the officer who initiated the stop) & Officer Meurer (the K9 handler)

  5. The Gainesville Police Department permanently retires K9 Officer Ranger

  6. The City of Gainesville establish a Civilian Review Board for oversight of the Gainesville Police Department


***In The Interest Of Transparency: Once Terrell fled the scene, his vehicle was considered abandoned and therefore free to search. Police found a firearm in the vehicle and 2 grams of cannabis - which could lead to constructive possession charges at best. However, these alleged crimes do not constitute what happened to Terrell. Terrell was in his own vehicle that was registered in his name. Police easily could have impounded his car and issued a sworn complaint as they already had identified him. Instead they wasted taxpayer dollars as they pursued Terrell for nearly an hour for constructive possession charges. He was not posing an imminent threat or danger to the community. Yet they deemed it necessary to use a K9 to ultimately apprehend him.***
