We are fighting to make our campus a #SanctuaryCampus and are part of the movement to establish public spaces of resistance and protection for our country's most vulnerable people - including undocumented immigrants, Muslims, Black people, Queer people, and all people of color.

We are hurting and we are angry. But we will show this country and the world that we are resilient and that we will continue to resist.

The future is not yet written, and our communities need hope. And for people to feel hope and believe in a better future and a just America, they must see it on the streets, in demonstrations, and on the news. They must hear countless stories of resilience.

Dear President Angel, Chief Officer of Diversity and Inclusion, Sheree Marlowe, Director of International Students and Scholars, Patricia Doherty, and Hayley Haywood, Director of Multicultural and First Generation Student Support,

As members of Clark's student body we strongly urge you to declare Clark University a Sanctuary Campus for students, faculty, staff, and community members with undocumented status who are threatened with deportation under the proposed policies of President-elect, Donald Trump.

It is our belief that the intended deportation of 11 million immigrants, including 13,000 college students with undocumented status in the United States, is a threat to our society as a nation and that we must use the University’s status and resources in defying this disruption within our own community.

Schools across the United States are establishing their communities as Sanctuary Institutions and we wish to join them in solidarity. We ask that you immediately implement our demands stated below, declaring Clark a Sanctuary Campus. We value Clark University as a home and firmly believe that safety and inclusion are essential in maintaining this environment. We owe it to all members of our community to publicly stand together against oppression and hatred.

David Angel, you have recently pledged that the administration “will mobilize our resources over the long term to ensure that all of our students are able to pursue their education in a climate of inclusion, equity, and respect.” As students who continue to place our trust in this University, we appreciate and call upon your commitment to ensure the wellbeing of students and ask that Clark broadens these resources to do the same for the greater community. Clark is in a position of institutional privilege, and with that privilege comes the responsibility to take risks to protect our most marginalized community members. We see no better time than now to advocate for and support students, faculty, staff and community members with undocumented status by declaring Clark a Sanctuary Campus.

As members of the student body at Clark University, we have come together in solidarity with those who hold undocumented status and will be affected by the racist and xenophobic policies of the President-elect. We are requesting a public, written policy communicating these protections:

1) The University campus and any building and neighborhoods within its jurisdiction shall be designated a sanctuary for students, workers and community members. Under this designation, all University staff including administrators, faculty, Residential Life & Housing, University Police, and sub-contracted employers would be prohibited from sharing the personal information of staff and students with Immigration and Customs Enforcement (ICE) or other federal law enforcement. It is within the University’s right to adopt such a protocol in order to prevent ICE’s presence on campus without the administration’s prior approval based on the internal memo released in 2011 by ICE: https://www.ice.gov/doclib/ero-outreach/pdf/10029.2-policy.pdf.

2) The University shall refuse all voluntary disclosure and cooperation with Immigration and Customs Enforcement and Customs and Border Protection (ICE/CBP) across all aspects of the University to the fullest extent possible. The University shall establish a safety protocol for any interactions with ICE to ensure the safety of students and workers along with the protection of their personal information. The protocol shall include legal resources (referrals to legal aid organizations or law clinics) for students or workers threatened by detention or deportation. Additionally, the University shall host regular and accessible “Know Your Rights” trainings for the Clark community. Legal resources and know your rights resources shall be well publicized and distributed regularly, so that they are available to students, staff and community members who may otherwise not wish to disclose their immigration status. Events should be open to the greater Worcester community.

3) Clark University shall provide specialized funding and financial counseling to students with undocumented status in order to ensure their enrollment, meet their basic needs, and guarantee their future academic success. Immigration status shall not be factored into admittance decisions for prospective students. Admitted students with undocumented status shall receive tuition support to overcome any financial barriers to higher education. The University shall also make arrangements to ensure that students with undocumented status have continued access to healthcare, mental health services, meal plans, and housing. For any staff who may lose work authorization from the suspension of DACA or other immigration policy changes, the University shall provide adequate severance pay and offer career and education counseling. In addition, Clark’s career services and alumni relations staff shall receive training to accommodate the needs of students and workers with undocumented status. Specialized career and education counseling shall be provided for students and alumni with undocumented status entering the job market. While members of our community who hold undocumented status have always carried these challenges, the potential suspension of DACA and the intensifying violent rhetoric and action inherent in the current political climate deepens the need to implement these changes.

4) Each change in protocol or policy shall be formalized and circulated amongst all students, University staff, and contract employees. The protocols shall be included in all new staff training.

5) All sub-contracted employers must adhere to Clark University’s sanctuary campus policy. This shall be included in the upcoming food service contract, as well as any additional contracts Clark University enters.

By taking action, Clark University has the opportunity to serve at the forefront of the greater movement to designate Worcester as a Sanctuary City. This will demonstrate our continued commitment to the Worcester area and specifically Worcester’s marginalized communities through increased awareness and activism.

We look forward to seeing our University take concrete action and commit to an ongoing dialogue with students, faculty, and staff on policies that protect and support immigrants, their families, and the community. Many schools have responded to their students within a week, we expect the same from the Clark administration.

Como miembros del cuerpo estudiantil de Clark les urgimos que declaren a Clark University como un Santuario Institucional para estudiantes, profesores, trabajadores y miembros de nuestra comunidad que tengan un estatus migratorio indocumentado, amenazados con ser deportados bajo las políticas del presidente electo Donald Trump.

Como miembros del cuerpo estudiantil de Clark University nos hemos unido en solidaridad con las personas que poseen un estatus migratorio indocumentado y que serán afectadas por las políticas racistas y xenofóbicas del presidente electo. Solicitamos un comunicado público impreso que asegure las siguientes demandas:

1. El campus universitario y cualquier edificio y vecindario bajo su jurisdicción serán designados como un santuario para estudiantes, trabajadores y miembros de nuestra comunidad. Bajo esta designación las autoridades de la universidad que incluyen administradores, profesores, trabajadores del departamento de residencia y vivienda, miembros del departamento de policía de la universidad, y empleadores subcontratados estarán prohibidos de compartir información personal sobre los estudiantes y trabajadores con la Oficina de Migración y Control de Aduana (ICE) u otros cuerpos federales. 2. Los eventos deberán estar abiertos para toda la comunidad de Worcester.

3. Clark University deberá proveer financiamiento especializado y consultoría financiera para estudiantes indocumentados para asegurar su matrícula, satisfacer sus necesidades básicas, y garantizar su éxito académico. No se deberá considerar el estado de inmigración dentro del proceso de decisión para la admisión de futuros estudiantes. Los estudiantes aceptados con estatus migratorio indocumentado deberán recibir apoyo financiero para superar cualquier barrera económica para seguir adelante con su educación. La universidad también deberá usar sus recursos y conexiones para asegurar servicios médicos, servicios de salud mental, vivienda y planes de comida para los estudiantes con estatus migratorio indocumentado.

Para los trabajadores que puedan perder su autorización de trabajo, por la suspensión de DACA u otros cambios de políticas, la universidad deberá proveer la indemnización adecuada y ofrecer consultoría profesional y educacional. Adicionalmente, los servicios profesionales y los trabajadores del departamento de relaciones con ex-alumnos deberán recibir entrenamiento para saber cómo acomodar las necesidades de estudiantes y trabajadores con estatus migratorio indocumentado. La universidad deberá ofrecer consultoría educacional y profesional para alumnos y ex-alumnos con estatus migratorio indocumentado quienes están entrando al mercado laboral. Si bien los miembros de nuestra comunidad con estatus migratorio indocumentado han cargado con estos desafíos desde siempre, la posible suspensión de DACA y la creciente violencia retórica en la presente coyuntura política profundiza la necesidad de implementar estos cambios.

4. Todo cambio en las políticas y protocolos institucionales deberá ser formalizado y circulado entre todos nuestros estudiantes, trabajadores y subcontratados. Estos protocolos serán incluidos en los entrenamientos para los nuevos trabajadores.

5. Todos los empleadores subcontratados de Clark University tendrán que adherirse a las políticas de santuario de la institución. Esto deberá ser incluido en el próximo contrato de servicio de comida, así como también cualquier otro futuro contrato adicional de la universidad.

Al tomar acción, Clark University tiene la oportunidad de servir en el frente de un movimiento más grande para designar a Worcester como una ciudad- santuario. Esto demostrará nuestro continuo compromiso con Worcester y más específicamente con las comunidades marginadas de la ciudad a través de la concienciación y activismo.
