Petition to Congress: Promise NOT to Enact Any Legislation Based on the Climate-Killing Proposals in Project 2025

Project 2025 is a 900+ page document from the Heritage Foundation that is intended to provide a blueprint for radically reshaping the federal government. There are many deeply concerning proposals in this document, including authoritarian crackdowns on civil liberties and human rights, a dismantling of key government agencies, and more. One thing is certain: the policy changes outlined in this document pose a serious threat to our climate.

Project 2025 proposes to:

  • Undermine disaster preparedness by eliminating the National Oceanic and Atmospheric Administration, which plays a mission-critical role in extreme weather events (e.g. hurricanes)

  • Dismantle offices within the Department of Energy focused on clean energy research and implementation, severely hindering progress at a critical time for developing renewable energy technologies.

  • Scrap the energy efficiency guidelines and requirements for household appliances, which will promote dirtier, unsafe, and most costly home environments

  • Curb the Environmental Protection Agency (EPA)’s oversight capacities, preventing it from managing pollutants, tracking methane emissions, and conducting climate change research

  • Eliminate the Endangerment Finding, the legal mechanism that requires EPA to address carbon pollution, putting one of our nation’s most vital climate policies at risk

  • Eradicate the National Flood Insurance Program at a time when U.S. flood damage is expected to rise 26% over the next 30 years due to climate change alone

  • Rubber-stamp permits for fossil fuel drilling on public lands and new fossil fuel power plants – encouraging more sunk-cost investment in dirty-energy sources that are fueling climate change

  • Curtail federal investments in renewable energy technologies, such as solar and wind power, ceding leadership to other countries and losing out on clean-energy manufacturing growth and job creation

These radical changes would severely hinder our nation's ability to meet climate goals under the international Paris Climate Agreement, endanger public health, and disproportionately impact low-income communities and communities of color.

We urgently call on all members of Congress to disavow Project 2025 and safeguard our nation's environmental policies.
