Cincinnati is a city built on the strength of its diverse communities. We cannot stand idly by as our neighbors are targeted by harmful federal policies that seek to divide us and strip away the rights of the most vulnerable among us. While some leaders have made statements of support, their actions have been too slow and insufficient to address the urgent threats facing our communities. Every day of delay puts lives at risk. We call on our local leaders to take a stand and ensure that Cincinnati remains a safe and welcoming place for all.
By signing this petition, we are sending a clear message to Mayor Aftab Pureval, the Cincinnati City Council, and Hamilton County Sheriff Charmaine McGuffey: We demand immediate action to protect our immigrant and transgender communities, and we will hold our leaders accountable for upholding the values of justice, equality, and inclusion.

We, the undersigned residents of Cincinnati, Ohio, urge Mayor Aftab Pureval, the Cincinnati City Council, and Hamilton County Sheriff Charmaine McGuffey to take immediate and decisive action to protect our immigrant and transgender communities from the harmful and discriminatory policies of the current federal administration. As a city that prides itself on diversity, inclusion, and justice, we demand that Cincinnati stand as a sanctuary for all its residents, regardless of immigration status or gender identity. Words are not enough—we need action now, as delays and half-measures are putting lives at risk.
Our Demands:
Mayor Aftab Pureval:
1. Publicly declare that the City of Cincinnati will not comply with ICE raids or any federal actions that target our immigrant communities.
2. Immediately launch a citywide campaign to promote resources for immigrant and transgender communities, including know-your-rights workshops, hotlines, and legal aid services.
3. Issue a formal directive to the Cincinnati Police Department to cease all cooperation and information-sharing with ICE and Border Patrol, and enforce this policy with clear consequences for non-compliance.
4. Direct Cincinnati Police to protect and uphold the civil rights of all Cincinnatians in the face of unjust ICE actions.
5. Refuse to comply with any illegal or unconstitutional orders from the Trump administration that violate the civil rights of Cincinnatians.
6. Publicly support and affirm the efforts of Cincinnati Public Schools and the Cincinnati Federation of Teachers in protecting vulnerable students from discriminatory and illegal right-wing policies.
7. Publicly support and affirm Cincinnati Children’s Hospital in their provision of essential, life-saving care to transgender children, and commit city resources to defend them against any federal or state attacks.
8. Actively oppose any and all violations of the civil rights of vulnerable Cincinnatians, including immigrants, refugees, and transgender individuals, by using the mayor’s platform to advocate for their protection.
Cincinnati City Council:
1. Expedite the 90-day report on supporting immigrant communities, as outlined in Vice Mayor Jan-Michele Kearney’s motion, and ensure it includes actionable steps for immediate implementation.
2. Allocate emergency funding to community organizations providing direct support to immigrants and transgender individuals, including legal defense, housing, and healthcare services.
3. Pass a resolution declaring Cincinnati a sanctuary city, explicitly prohibiting the use of city resources to assist federal immigration enforcement.
4. Establish a task force to monitor and respond to federal overreach, ensuring that the city is prepared to defend its residents against discriminatory policies.
5. Create a rapid-response network to provide immediate assistance to individuals and families targeted by ICE raids or other federal actions.
6. Develop and implement training programs for city employees, including police officers, on how to support and protect immigrant and transgender communities without violating their rights.
Hamilton County Sheriff Charmaine McGuffey:
1. Publicly commit to refusing all requests from ICE to detain individuals based solely on their immigration status.
2. End any existing agreements or partnerships with ICE, including the 287(g) program, if applicable, and ensure that no sheriff’s office resources are used to assist federal immigration enforcement.
3. Implement a clear policy prohibiting sheriff’s deputies from inquiring about or reporting immigration status during routine interactions with the public.
4. Provide regular transparency reports detailing any interactions between the sheriff’s office and federal immigration authorities, including the number of detainer requests received and declined.
5. Work with community organizations to establish a system for monitoring and reporting ICE activity in Hamilton County, ensuring that residents are informed and prepared to respond.
