While Bryan and Ivy worked at the Department of Energy, Bryan led a multinational team tasked with creating heating and electricity plans for two consecutive Ukrainian winters. But Bryan aligned his team with Ukrainian coal and steel oligarch and billionaire Rinat Akhmetov, subverting US policy and national security.

You might have heard of Akhmetov—Paul Manafort plead guilty to criminal charges for taking money from the political party Akhmetov funded. Akhmetov has now corrupted another American, this time inside the U.S. civil service.

After Russia invaded Ukraine in 2014, Bryan capitalized on crisis. He used government resources to further enrich corrupt Ukrainians like Akhmetov. And he used official connections to get work for his private firm, ValueBridge Energy Group.

Bryan also committed perjury. Whistleblower Aid’s client can show that in August, Bryan lied to Senators about his dealings in Ukraine. Officials like William Bryan are a threat to the rule of law and American democracy.

I stand against corrupt officials in the U.S government. Do not confirm William Bryan to be Undersecretary of the Science and Technology Directorate at the Department of Homeland Society.

While working at the Department of Energy, Bryan capitalized on crisis and used government resources to produce energy plans that would further enrich corrupt Ukrainians, and himself, at the expense of U.S. policy and interests.

Bryan aligned his team with Ukrainian coal oligarch Rinat Akhmetov. While still a government employee, Bryan was also working for, and sought consulting contracts on behalf of, his private firm ValueBridge Energy Group. Bryan also made false statements to Congress about his dealings in Ukraine.

This Committee must reject anyone who puts foreign oligarchs, and personal profit, above the national interest.
