Reject One-Sided Narratives: Oppose SCR 32-Inspired Pressure on U.S. Policy Toward Azerbaijan and Turkey

As concerned Turkish-American citizens and allies of academic and geopolitical fairness, we respectfully urge you to reject the one-sided and inflammatory messaging promoted in Indiana Senate Concurrent Resolution 32 (SCR 32) and any similar efforts to shape U.S. foreign policy through politicized and historically biased narratives.

SCR 32 makes sweeping accusations of “ethnic cleansing” and calls for sanctions and aid cutoffs against Azerbaijan — without recognizing the full context of the decades-long Nagorno-Karabakh conflict between Armenia and Azerbaijan.

This resolution:

  • Ignores Armenia’s illegal occupation of Azerbaijani territory for over 30 years

  • Disregards the suffering and displacement of over 700,000 Azerbaijani civilians

  • Omits the role of international law, which clearly supports Azerbaijan’s territorial integrity

  • Erases the diplomatic efforts that led to peace agreements and ceasefires in 2020–2023

  • Falsely implicates Turkey, a U.S. NATO ally, in alleged war crimes without evidence or due process

We support peaceful coexistence and reconciliation between all communities in the South Caucasus — but that can only happen when U.S. officials uphold balance, objectivity, and respect for international law.

We therefore urge you to:

  1. Reject the framing and influence of SCR 32 and similar state-level resolutions

  2. Avoid policy actions based on politically motivated or ethnically biased claims

  3. Support diplomatic solutions that promote peace and mutual recognition between Armenia and Azerbaijan

  4. Reaffirm U.S. support for international law and territorial sovereignty

The U.S. Congress should not be influenced by domestic political pressure rooted in historical grievance activism. Instead, it should stand for truth, justice, and strategic neutrality in foreign conflicts.
