Pittsburgh Public Schools: #RethinkDiscipline

PPS School Board and Superintendent Dr. Hamlet

We need solutions, not suspensions! Our youngest learners must not be pushed out of the academic environment through the use of ineffective and often disproportionate methods of discipline.

We respectfully request that the Board of Directors adopt a resolution to create a policy that will:

1. Place a moratorium on all out-of-school suspensions and expulsions for students from PreK to grade 5, effective the 2017-18 school year.

2. Assign, in every school, at least one full-time counselor or social worker whose primary job is to coordinate appropriate interventions and support for students. Provide enhanced Multi Tiered System of Support (MTSS), effective alternative to suspension programs, staff training, case management support, an adequate budget, and manageable class sizes to equip teachers and administrators for successful student support.

3. Institute a School Climate Advisory Board with parents, students, administrators, teachers, advocates, community partners, and other stakeholders to work collaboratively to recommend district-wide disciplinary policies, training, and supports based on best practices, paying particular attention to the disproportionality in discipline for students of color, students who require special education services, and English Language Learners.
