Prisons should be a place to rehabilitation, but millions of prisoners are simply locked up for years where they learn no new skills and are eventually released even more hardened criminals than they were before.

But prison education programs work. Thanks to Bard College's prison initiative, inmates were given access to reading materials and they actually beat the Harvard debate team. But increasingly, prison education programs have the lowest priority.
