Right now, there is a bill in the Oregon legislature which would ensure future Presidential outcomes align with the will of voters by using the national popular vote, not the Electoral College. The national popular vote would determine the President, and there is no Constitutional Amendment needed to circumvent the outdated Electoral College.

The National Popular Vote Interstate Compact (NPVIC) is close to becoming law in Oregon. Once enacted by states totaling 270 electoral votes, it would guarantee the presidency to the winner of the popular vote in all 50 states and DC.

NPVIC gives every American vote equal weight when it comes to Presidential elections, meaning Oregon state issues would actually be addressed in future Presidential elections.

We need 270, right now we have 165, and with Oregon's 7 electoral votes, we'd need only 98 more votes to make this a reality. Oregon's legislative session ends on July 10, so swift action and grassroots support are vital RIGHT NOW.

Oregon's legislation, HB 2927, if passed would allow Oregon to join the National Popular Vote Interstate Compact (NPVIC) along with Washington, California, Hawaii, New Jersey, New York, Illinois, Maryland, Massachusetts, Rhode Island, Vermont, and Washington D.C. With Oregon as part of this compact, the NPVIC would have 172 of the 270 electoral votes needed towards changing the way we vote in the United States.

In 2009, 2013, and 2015, the Oregon House of Representatives voted to fix the Electoral College by joining the National Popular Vote Compact. Every year the legislation has died in the Senate without a hearing because of Senate President Peter Courtney.
