President Obama has nominated D.C. Circuit Court Judge Merrick Garland to fill the vacancy on the U.S. Supreme Court.

Garland deserves a fair hearing—followed by an “up-or-down vote”—not because of his qualifications. The Senate is required to do so under the Constitution.

But Senate Republicans are refusing to even do that, because it’s an election year. That is unacceptable.

As Obama said: “Presidents do not stop working in the final year of their term. Neither should a senator."
