It's the ultimate gerrymander: Change the way that swing states apportion their electoral college votes so that they are allocated by congressional district after having already passed the most gerrymandered congressional district maps in American history.

Republicans toyed with the idea after President Obama's 2012 re-election and, fresh off big new wins at the gubernatorial and state legislative level in 2014, they're at it again.

Republicans have trifectas controlling the governor's seat and both chambers of the state legislature in big swing states like Michigan, Ohio and Wisconsin. If they ram through changes to their states electoral college apportionment, it would be virtually impossible for a Democratic presidential candidate to win, even if they win the national popular vote overwhelmingly.
