Donald Trump wants the former C.E.O. of Exxon to be Secretary of State, and a Goldman Sachs executive to run Treasury. The potential conflicts of interest practically write themselves.

But the Senate will start confirmation hearings this week of Trump Cabinet appointees—before these (and many other) nominees have been fully vetted by the Office of Government Ethics.

The head of the Ethics Office has complained that this is the first time in the nonpartisan agency's 40 year history that the Senate has rushed through hearings before a background check is done.

Senator Elizabeth Warren says there should be no confirmation hearings until the Ethics Office has completed its review. Mitch McConnell made a similar request of Obama appointees in 2009.
