Dear Prime Minister Modi,

Your government has thrown open the door for big companies to legally bribe our political parties, and to hide their black money like never before. In the Finance Act of 2017, your government brought in "electoral bonds" - which will allow companies to pay money to political parties without either the party or the company having to disclose the donation. You also removed all limits on how much can be given. Tomorrow Adani or Ambani can pay your party thousands of crores and no one will even know. It will be a giant, legalised bribery scam of the kind India has never seen before.

Even the opposition parties voted against this in the Rajya Sabha. But using the BJP's majority, the government overruled them.

The Lokpal has not yet been appointed. The Right to Information Act has been systematically weakened. Nothing has been done about companies sitting on lakhs of crores of bad loans. While every citizen is being subjected to tracking in the name of stopping black money, your officials let Vijay Mallya simply walk out of India. Vodafone, Cairns India and other companies accused of evading thousands of crores in taxes are sitting pretty. The law had already been amended to make it possible for foreign companies to "donate" to our parties. Now this policy will throw the door wide open to corporates and wealthy individuals to hijack our democracy.

Are these the actions of a government that is actually committed to transparency and honesty?

Enough is enough. We call upon you to immediately:

1. First, announce that you will pass a new law that makes all donations to any political party, in money or in kind, public.

2. Second, until that date, make all accounts of your party and all the donations it has received public.

माननीय प्रधानमंत्री मोदी जी,

आपकी सरकार ने बड़ी कंपनियों को अपने काले धन को छिपाते हुए हमारे देश के राजनैतिक दलों को खुले आम खरीदने के लिए बहुत ही बड़ा एवं सरल रास्ता खोल दिया है|

मार्च 2017 के फाइनेंस एक्ट में आपकी सरकार ने इलेक्टोरल बौंड का प्रावधान लागू किया है, जिसके चलते अब कोई भी कंपनी किसी भी राजनैतिक दल को जितने चाहे उतने पैसे दान या चंदे के रूप में दे सकती हैं और यह भेंट रुपी लेन-देन गोपनीय भी रहेगा|
इससे पहले ऐसे चंदा देने पर सीमाएं थी और बड़े चंदों की जानकारी को आम नागरकि के जानने का हक़ भी था| परन्तु अब आपकी सरकार ने यह दोनों नियम बदल दियें हैं|

आगे अदानी, अंबानी जैसे काले धन के बादशाह लोग आपकी पार्टी को हजारों करोड़ रुपए कभी भी चंदा दे सकेंगे और किसी को पता भी नहीं चलेगा। राजनैतिक पार्टियों को खुले भ्रष्टाचार और कंपनियों के साथ इस तरह के घोटालों के लिए एक कानूनी रास्ता देना - इस तरह का काम इससे पूर्ववर्ती सरकारों ने कभी नहीं किया।

आपके इस भ्रष्टाचार के संरक्षण के प्रस्ताव के ख़िलाफ़ सारे विपक्षी दलों ने राज्यसभा में वोट भी दिया था। लेकिन आपकी सरकार ने भाजपा की बहुमत को इस्तेमाल करते हुए राज्यसभा को नजर अंदाज कर दिया|

- स्वच्छ प्रशासन की बात करने का नारा देने वाली आपकी सरकार आज तक लोकपाल को नियुक्त तक नहीं कर पाई है।
- भ्रष्टाचार के खिलाफ बने सूचना के अधिकार अधिनियम को भी आपकी सरकार ने बहुत कमजोर कर दिया गया है|
- देश के लाखों करोड़ रुपयों का कर्जा लिए कई बड़ी कंपनियां उस धन को दबा कर बैठी है और आज तक उनके ऊपर कोई कार्रवाई करने की हिम्मत आप जुटा नहीं पाए हैं।
- जब काले धन को रोकने के नाम पर देश के सारे नागरिकों पर 24 घंटे की निगरानी हो रही है आपके अधिकारियों के सामने विजय मल्ल्या इस देश से भाग जाता है।
- वोडाफ़ोन, कैर्न्स इंडिया और ऐसी अन्य कंपनीयां जिनके उपर हजारों करोड़ रुपयों के कर चोरी के केस चल रहे हैं, उनके ऊपर भी आपकी सरकार ने आज तक कोई कार्रवाई नहीं की है|
- आपने विदेशी कंपनियों को भी किसी भी राजनीतिक दल को पैसे देने के लिए रास्ता खोल दिया है।

आपकी इस नीति और कार्य पद्धति ने हर बड़ी कंपनी और हर रईस इंसान के हाथों हमारे इस लोकतंत्र के बिकने का दरवाजा डंके की चोट पर खोल दिया है।

हम आपसे पूछना चाहते हैं - अगर आपकी सरकार सही में पारदर्शिता और इमानदारी के लिए काम करना चाहती है तो जन विरोधी और देश हित में न होने वाले काम क्यों हो रहे है?
अंतत: हम आपसे निवेदन करते हैं कि आप तुरंत -

1. घोषणा करें कि आप जल्दी एक नया कानून लाएंगे, जिसमें अगर कोई भी कम्पनी या व्यक्ति किसी भी राजनीतिक दल को चंदा देंगे तो वह चंदा तुरंत सार्वजनिक होगा।
2. और जब तक ऐसा कानून नहीं बन जाता तब तक आप अपनी पार्टी भाजपा के सारे हिसाब सार्वजनिक करें|
