Background/Description:

The United States and the government of Dina Boluarte in Peru have agreed to carry out a military operation called "Centinela Resuelto 2023", which involves the deployment of 1,200 United States troops to Peru, with weapons of war and military equipment to carry out joint military exercises.

The United States must suspend all military assistance to Peru. The bilateral agreement between the U.S. and Peru to combat illicit drug trafficking must also be reviewed in a transparent manner, and this should not become an excuse for military interference in the country.

Now, the objective in Peru should be to prioritize the strengthening of democracy and the rule of law over the interests of so-called "security and defense", which only contributes to the increase of the U.S. military presence on the continent.

In Peru, democracy must be restored and the will of the people respected, after the country's Congress, through an unconstitutional decision, decided to remove President Pedro Castillo and appoint Dina Boluarte as president. As it is, foreign military assistance only strengthens a government that arose from the breakdown of the democratic order in the country.

Estados Unidos y el gobierno de Dina Boluarte en Perú han acordado llevar a cabo una operación militar denominada "Centinela Resuelto 2023", que implica el despliegue de 1.200 soldados estadounidenses en Perú, con armas de guerra y equipamiento militar para realizar ejercicios militares conjuntos.

Estados Unidos debe suspender toda ayuda militar a Perú. El acuerdo bilateral entre Estados Unidos y Perú para combatir el tráfico ilícito de drogas también debe ser revisado de manera transparente, y esto no debe convertirse en una excusa para la injerencia militar en el país.

Ahora, el objetivo en Perú debe ser priorizar el fortalecimiento de la democracia y el Estado de Derecho por encima de los intereses de la llamada "seguridad y defensa", que sólo contribuye al aumento de la presencia militar estadounidense en el continente.

En Perú, debe restablecerse la democracia y respetarse la voluntad del pueblo, después de que el Congreso del país, mediante una decisión inconstitucional, destituyera al presidente Pedro Castillo y nombrara presidenta a Dina Boluarte. Por tanto la ayuda militar extranjera sólo fortalece a un gobierno surgido de la ruptura del orden democrático en el país.

I urge the United States Congress to suspend all U.S. military cooperation with Peru and withdraw the 1,200 US military troops that entered the country last June. Stop sending arms and troops to the country, which only contributes to the increase in internal violence.

The foreign military presence in the coastal zone of Peru is yet another sign that there is little respect for the civilian population, which lives in an area where the police and the army carried out extrajudicial executions, multiple human rights violations, including the use of disproportionate, lethal force, as well as imprisonment of peasants and indigenous peoples, during the protests against the government of Dina Boluarte.

The government of Dina Boluarte which has emerged from the rupture of the democratic order in Peru should not continue to be strengthened and democracy should be promptly reinstated respecting the general will of the people.

Insto al Congreso de Estados Unidos a que suspenda toda cooperación militar con Perú y retire las 1200 tropas militares estadounidenses que ingresaron el pasado mes de Junio en el país. Detengan el envío de armas y tropas, que sólo contribuye al aumento de la violencia interna.

La presencia militar extranjera en la zona costera de Perú es una muestra más del poco respeto que existe por la población civil, que vive en una zona donde la policía y el ejército llevaron a cabo ejecuciones extrajudiciales, múltiples violaciones de los derechos humanos, uso desproporcionado y letal de la fuerza, así como encarcelamiento de campesinos e indígenas, durante las protestas contra el gobierno de Dina Boluarte.

El gobierno de Dina Boluarte ha surgido de la ruptura del orden democrático en Perú y no debe seguir siendo fortalecido, por tanto exigimos que la democracia debe ser prontamente restablecida y respetada la voluntad general del pueblo.
