The AFSCME complaint demands that New Mexico's Human Services Department rescind these unilateral changes,  bargain with the Union over those, and any future changes to terms and conditions of employment of bargaining unit members prior to implementation in accordance with Article 18, § 2 of the CBA.

We’ve been given directives that deeply harm HSD's mission to serve the People of New Mexico.  

As HSD employees, we understand our duty to help our State’s most vulnerable citizens. However in order to do that, we must also be able to do our jobs right. The quality of the service we provide must mean as much as the quantity.

On June 20, 2017, HSD notified our union of their intent to implement and enforce completion of tasks quotas on FAAs, WITHOUT first addressing major staffing, mismanagement, and ASPEN system issues. AFSCME has filed a Prohibited Practice Complaint [PPC] with the New Mexico Public Employees Labor Board demanding bargaining, as is our legal right, over substantial changes to our terms and conditions of employment.

As HSD employees, we understand our duty to help our State’s most vulnerable citizens. However in order to do that, we must also be able to do our jobs right. The quality of the service we provide has to mean more than the quantity that we produce.

* We are being pushed to the point where it is causing health issues due to the stress. This also causes workers to make errors.

* There are workers who have had their vacation leave denied and been told to cancel doctor’s appointments to meet HSD’s demands.

* We’ve even had instances where we’ve been given directives that against the very mission of the agency.

We feel it’s shameless for HSD to now implement a quota without input from us or without first addressing the two most pertinent issues – a shortage in staffing and ASPEN.

We are demanding that HSD halt any quotas until HSD hires the necessary staff to properly handle the workload and able to address the chronic errors within ASPEN.
