Washington voters should be confident that if an initiative is on their ballot, it reflects genuine community interest and solves a real problem. But right now, our state's pay-per-signature practice incentivizes paid signature gatherers to use aggressive, misleading tactics. It also enables wealthy interests – like multi-millionaire Bryan Heywood – to buy their way onto our ballots.

The Initiative Integrity Act would prohibit paying signature gatherers per-signature, and instead move to traditional methods of payment like hourly, salaried, or contracted payment. This bill also strengthens our initiative system by requiring sponsors to demonstrate basic public support for an initiative upfront by collecting 1,000 valid Washington voter signatures before a ballot title is issued.
