Cuba’s National Assembly approved a new Families Code that would allow gay marriage as well as greater rights for women and protection for children, the elderly, and other groups. It’s set to go before Cuban voters for final approval on Sunday, September 25. What can we learn both from the new code itself, and the citizen decision and consultation process that went into the law’s development?
