What's Wage Theft? According to the City of Houston's Financial Department, "Wage theft, including the non-payment or underpayment of earned wages owed by employers [to employees], is a practice typically inflicted on the weakest and poorest segments of our society." Currently 13% of all court cases against temporary staffing agencies revolve around stolen wages.
