GOP leadership is once again attempting to rollback the Affordable Care Act. This time, with the Cassidy-Graham Bill. The Senate is still under Budget Reconciliation, which allows the majority to pass legislation with 50 votes, until September 30.
Just today, Senator Pat Roberts said, “All we need is one more" for the repeal effort.
What is in the Cassidy-Graham Bill and what are the affects?
- The mandates would be eliminated at the federal level. States could choose to keep the measure, replace it or get rid of it completely. Younger, healthier people would choose not to be covered and this would leave older and sicker on health insurance plans, causing their premiums to rise dramatically.
- This bill would allow states to waive Essential Health Benefits. People with pre-existing conditions could see their protections for coverage end.
- The bill would restructure Medicaid and decrease its funding. That would make it very difficult for states to maintain the Medicaid expansion. Rural hospitals would close and special education programs, both for kids with disabilities as well as kids identified to be gifted and talented, would be trimmed drastically since Medicaid is their primary source of finance.
Here's another fantastic summary.
